This answer goes into detail on your problem and may cover what you're after. Exactly what your problem is depends on whether you're port forwarding to the Time Capsule and it is providing you with access to your camera, or whether you're port forwarding directly to an IP camera. It is likely that the problem is because your router can't forward the port used for it's administrative interface. The quickest solution will be to change the router's administration port. If you can't do that then you'll need to forward a different port (say 8080, and optionally use a WebHop to avoid having to remember to enter the port) and configure the device you're forwarding to with that port.
