I want to set up a static ip address so i can view my dvr cameras from anywhere. i have been struggling to work out what to do and would like someone to explain to me in laymens terms what to do. my camera provider has told me that dyndns can provide a static ip address but this doesnt seem to be working and their help desk are surprised and struggling to work out what to do. my ip address is 109.155.13.174

Only your ISP can provide a static IP. DynDNS can however give you a hostname that resolves to your dynamic IP address. Just work through this guide and edit your question if you run into problems to provide details.
