Please work through this sticky to see if it helps to solve your problem. Most important is to see if you get a publicly routable IP address assigned by your ISP, not an RFC-1918 IP address. Your statement "if am up there connected to the same isp i can see the camera" seems to indicate that you do not get a public IP address from your ISP. If you've got a public IP address, you may have a problem with the forwarding of port 8090. The Open Port tool says:
That would be wrong in two ways. Firstly, you are not to include the port with the Update Client settings, because ports are nothing to do with DNS. Secondly, you must run only one Update Client at any time, else your hostname will soon be blocked due to abusive updates.
