You probably upgraded through the Update Client's upgrade function, right?
This procedure seems to have issues with uninstalling the previous version and otherwise.
I had the same problem with this (Windows XP SP3 32-bit, latest patches), and the following helped:

  1. Manually uninstall the previous version with the "Uninstall" shortcut in the program menu or via Control Panel.
  2. Run something like CCleaner to get rid of obsolete registry entries and shortcuts related to the Update Client.
  3. Possibly reboot your computer to get rid of the old service which may still be there.
    (Check with services.msc.)
  4. Download and install the latest version: http://dyn.com/support/clients/windows/
  5. Go thoroughly through its settings and also check with services.msc that it is set as you want.

Everything should work now.

What version of Windows are you using (eg Windows 7 Home 32 bit)? Have you rebooted after installing the client?
