I bought a FOSCAM FI8918 IP Cam. Configured it as told in instructions. Set port for cam (port 8090) forwarded the port at the router (port was tested by http://www.yougetsignal.com/tools/open-ports/ and it was OPEN), set internal fixed IP for cam (
I Have a D-LINK DSL 500B modem (bridge mode) and a D-LINK DIR-615 router (port forward)

I assume you need specific software? I'm seeing the port open and responding, though not to a web browser.
As it works from some places, there probably isn't a lot we can do. You may want to try on a forum dedicated to IP cameras.
You can try this sticky, but as I've said, since it works from some places outside your network it is unlikely to help. You almost certainly need to ask on an IP camera forum.
The page showed was supposed to not need any specific software. It shows at Iexplorer, or another web browser.
Additionally, i tried IP Cam Viewer, and the results are aways the same as with IExplorer.
Foscam Support sucks. They do not answer anything. I will never buy FOSCAM again, and recommed all do the same.
Anybody? Try another hint?
